Under 10 Percent of Delhi Voter Enumeration Forms Digitised in Revision Exercise

During the Special Intensive Revision of electoral rolls in Delhi, election officials have digitised less than 10 percent of voter enumeration forms despite distributing over 97 percent of them. Official data released on Monday showed that during the month-long exercise running from June 30 to July 29, only 9.68 percent of forms have been uploaded across the city's 13 revenue districts, including New Delhi and Old Delhi.
According to the data, enumeration forms have been distributed to 14,097,667 of Delhi's 14,510,298 electors, representing 97.16 percent of the electorate. However, only 1,403,970 forms have been successfully digitised so far. This slow progress has created a stark gap between distribution and digitisation as the exercise nears its halfway mark.
The digitisation lag is evident across all 13 revenue districts in Delhi. For instance, the New Delhi district distributed forms to 99.92 percent of its electors but digitised only 11.01 percent. Similarly, the North East district achieved 99.82 percent distribution, but its digitisation stands at just 6.72 percent.
In the Central district, officials covered 98.87 percent of electors but digitised only 6.39 percent. The South East district completed 95.57 percent of form distribution while uploading only 6.47 percent.
Outer North recorded the highest digitisation rate in the city at 21.31 percent. It was followed by South West at 13.87 percent, Central North at 12.26 percent, and North at 11.74 percent. Conversely, the East district recorded the lowest digitisation rate at 5.66 percent, followed closely by Old Delhi at 5.76 percent.
Election officials explained that the process requires multiple stages after forms are collected from the field. These stages include scrutiny, verification, scanning, and uploading the data into the electoral database. Officials noted that digitisation usually gains momentum once a substantial number of forms have been gathered, but the current figures indicate a significant backlog of work remains pending.
The enumeration phase of the Special Intensive Revision is scheduled to conclude on July 29. Following this, the draft electoral roll is slated for publication on August 5, after which claims and objections will be open until September 4. The final electoral roll is scheduled to be published on October 7, following the disposal of objections by October 3.
