MCD Approves Annual 5% Toll Tax Hike for Commercial Vehicles Entering Delhi

The Municipal Corporation of Delhi (MCD) passed a proposal on Thursday to amend its toll tax bye-laws, introducing an automatic five percent annual hike for commercial vehicles entering Delhi once the changes are notified by the Delhi government.
The decision, which was reported on Saturday, aims to amend the Delhi Municipal Corporation (Toll Tax) Bye-Laws, 2007. Once the Delhi government officially notifies the amendments, the toll taxes will automatically increase by five percent every year, subject to the consent of the MCD House.
In addition to the annual increase, the MCD has proposed new toll tax categories and maximum fee structures. A new category for seven-axle trucks and above has been introduced, which will face a toll tax of ₹2,000 per entry or a monthly pass of ₹60,000.
Under the proposed maximum fee structure, taxis and tempos will face a maximum per-entry toll of ₹100. Buses and canters will be charged up to ₹200, while two-axle six-wheel trucks will have a limit of ₹400. Ten-wheel three-axle trucks will face a maximum fee of ₹800, and four-to-six axle trucks will be capped at ₹2,000. An MCD official explained that these figures represent the maximum possible fees for any future increases, such as those prompted by directions from the Supreme Court or the Commission for Air Quality Management.
During last winter’s severe pollution episode, the Supreme Court directed the MCD to consider suspending toll collection at several entry points. The directive aimed to reduce traffic congestion and vehicular emissions caused by long queues of commercial vehicles waiting at Delhi’s borders.
The proposed amendments are part of a broader overhaul of Delhi's toll collection system, which includes transitioning to a barrierless Multi Lane Free Flow system by the end of this year. The civic body has already floated tenders to hire contractors to develop and operate this new system, with the bidding process expected to conclude by June 30.
According to officials, 20 major border toll plazas in Delhi are scheduled to become barrierless ahead of the winter pollution season in October. The remaining border points are expected to be covered by December 2026.
