Gurugram Police form special liaison teams to prevent labour unrest after Manesar clashes

Following violent clashes in April, the Gurugram Police Commissioner has ordered the formation of Labour Liaison and Industrial Co-ordination Teams (LLICT) in every police station jurisdiction across Gurugram, including the Industrial Model Township, Manesar. The specialized teams are being set up to manage labour unrest, improve response times, and maintain law and order in the city's industrial belts.
The administrative move follows violent clashes between police officers and workers demanding wage hikes at the Industrial Model Township, Manesar, in April. More than 60 workers, including 20 women, were arrested in two separate cases during the unrest. Trade unions, including the Centre of Indian Trade Unions, condemned the arrests at the time, alleging that the administration had treated a standard labour dispute as a criminal matter.
Under the new directive, each police station will house one or two LLICT teams, depending on the local operational needs and the number of industrial units in the area. Each team will consist of four to five personnel selected for their public dealing skills. These officers will coordinate directly with industry management, labour unions, and the Labour Department.
The LLICT teams are tasked with maintaining regular communication with industrial establishments, security officers, union representatives, and human resources officials. They will conduct regular visits to sensitive industrial areas, monitor for potential disputes, and report any protests or law and order issues to senior officers. Additionally, the teams will focus on the safety of women employees and maintain surveillance on external elements.
To manage the operations, the Deputy Commissioner of Police (DCP) will prepare duty charts specifying patrolling areas, liaison officers, and reporting lines. The Assistant Commissioner of Police (ACP) will review the functioning of these teams on a regular basis. Personnel will also undergo a monthly one-day training programme covering labour laws, crowd control, negotiation, communication, crisis management, and intelligence collection.
