DTC bans Delhi bus drivers and conductors from using mobile phones during shifts

The Delhi Transport Corporation (DTC) on Wednesday banned bus drivers and conductors from using mobile phones and other electronic devices during operating hours across Delhi. The directive aims to eliminate distractions, enhance passenger safety, and reduce road accidents.
According to a circular issued by the corporation, the ban prohibits drivers and conductors from making or receiving calls, sending messages, using social media applications, recording short videos, taking pictures, or playing music while operating buses. These restrictions also apply when buses are halted in traffic.
Conductors have been instructed to remain fully focused on their duties, which include issuing tickets, assisting passengers, and ensuring safe boarding and deboarding. Drivers are required to devote their complete attention to driving, road conditions, traffic signals, and passenger safety.
DTC officials stated that the decision follows recent road accidents where mobile phone usage by bus crews was identified as a contributing factor. While using a mobile phone while driving is already a punishable offence under the Motor Vehicles Act, carrying a fine of up to ₹5,000, officials noted that such behaviour significantly reduces driver reaction times and increases accident risks.
To implement the new rules, all concessionaires and DTC depot managers have been directed to conduct a week-long sensitisation programme for drivers and conductors. This programme will cover the dangers of distracted driving, legal provisions regarding mobile phone use, and general road safety best practices.
Following the briefing period, inspecting officials will be authorised to confiscate any mobile phones or electronic devices found in use during bus operations. Confiscated devices will be returned to the employees at the end of their duty shift on the same day.
In addition to penalties under the Motor Vehicles Act, violators will face departmental or contractual action. Depot managers are also required to maintain records of all violations and submit monthly reports to the deputy chief general manager of the road safety cell for ongoing monitoring.
