Delhi Government Identifies Governance Projects For Centre's SCI Scheme

The Delhi government has begun identifying local administrative and governance projects to receive technical and financial support from the central government under the State Collaboration Initiative (SCI). Following a June 2, 2026 letter from the central Department of Administrative Reforms and Public Grievances (DARPG), Delhi departments, district magistrates, and civic agencies have been instructed to submit their project proposals by a June 23, 2026 deadline.

The initiative aims to improve the quality of public service delivery across Delhi by replicating successful governance models or piloting new administrative ideas. A detailed order has been circulated to all participating departments and civic agencies in the city, urging them to put forward suitable proposals.

According to Delhi officials, around six to seven projects have already been identified in the capital, and their specific details are currently being finalized. The central scheme is designed to promote reforms at the cutting edge of citizen service delivery and provide specialized technical expertise that implementing departments might otherwise lack.

Projects approved under the SCI scheme are eligible for financial grants of up to ₹2 crore. This funding will be released by the central government in four equal instalments of 25%. Each subsequent release of funds is strictly conditional upon the completion of specific milestones, the submission of utilization certificates, and detailed progress reports from the preceding stage.

To ensure accountability, implementing departments in Delhi will be required to submit periodic monitoring reports. The projects will undergo quarterly reviews during monitoring meetings chaired by senior DARPG officials.

To qualify for the scheme, the proposed projects must demonstrate measurable improvements in public administration. They must either replicate proven best practices—such as those recognized by the Prime Minister’s Awards for Excellence in Public Administration or the National e-Governance Awards—or introduce innovative new systems.

All proposals must include comprehensive implementation plans, estimated budgets, and evidence of the department's capacity to execute the project. A screening committee will assess the uploaded proposals before they are sent to the competent authority for final approval.
