Delhi DoE Orders Private Schools to Form Fee Regulation Committees

The Directorate of Education (DoE) has issued a mandatory circular for all recognized private unaided schools in New Delhi to constitute school-level fee regulation committees (SLFRCs) for the upcoming 2026-27 academic session. The directive establishes a comprehensive procedure for the selection of parent and teacher representatives to regulate school fees across the city.

According to the DoE, the circular has been issued to implement the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, and the rules framed under it. The move also complies with the directions of the Delhi High Court regarding school fee regulations.

Under the newly issued guidelines, private unaided schools in Delhi will be restricted in how they charge fees. The circular states that these schools must continue to charge the fees applicable for the previous academic year for the 2026-27 session. This restriction will remain in place until the new fees are formally determined under the Act and its rules, subject to the final outcome of the court petitions.

The DoE noted that while the Delhi High Court has stayed certain provisions of the Removal of Difficulties Order, 2025, the operation of the main Act itself has not been stayed. Because the Act remains active, the DoE indicated that the statutory framework under the Act continues to operate, along with all of its prescribed timelines.

Education Minister Ashish Sood spoke on the development, highlighting the collaborative nature of the new system. Sood stated that this is the transparent and participatory fee regulation framework that the administration had envisaged from the outset. He further noted that this vision is now being implemented through a clear, time-bound process.

The establishment of the school-level fee regulation committees is intended to create a transparent and participatory framework for fee fixation, ensuring that both teachers and parents have a direct say in the financial decisions of private educational institutions.
