Amit Shah Directs Tenders for Five Delhi Slum Rehabilitation Projects Within 45 Days

Union Home Minister Amit Shah on Tuesday announced the finalisation of the Delhi Slum and JJ Cluster Rehabilitation and Relocation Policy, 2026, and directed authorities to issue redevelopment tenders for five Jhuggi Jhopdi (JJ) clusters in New Delhi within 45 days.
During a review meeting on slum rehabilitation, Shah instructed the Delhi Development Authority (DDA) and the Delhi Urban Shelter Improvement Board (DUSIB) to initiate the tendering process. He also directed the Delhi government to notify the new policy at the earliest.
In addition to the immediate tenders, the Union Minister directed officials to prepare project documents and tender forms for 50 more JJ clusters. According to officials, the decisions taken during the meeting are expected to benefit approximately four lakh families living in Delhi’s JJ clusters.
To ensure time-bound implementation, Shah stated that the Delhi government should float tenders for at least five public-private partnership-based rehabilitation projects every month. He also set the eligibility cut-off date for the JJ clusters as January 1, 2025.
Shah emphasised that the planned rehabilitation colonies must feature adequate social infrastructure, including schools, health centres, anganwadi centres, and playgrounds.
The review meeting was attended by several high-profile officials, including Union Housing and Urban Affairs Minister Manohar Lal, Delhi Lieutenant Governor Taranjit Singh Sandhu, Chief Minister Rekha Gupta, Delhi’s Urban Development Minister, the Union Home Secretary, and the Delhi Chief Secretary.
Currently, there are 675 slums under the Delhi government’s DUSIB. Among these, 376 are situated on government land under the jurisdiction of the DDA, while 299 fall under DUSIB’s jurisdiction. Previous rehabilitation attempts, including a 2022 tender by the DDA for six projects, failed to attract takers due to a lack of viability gap funding.
