DDA to Prioritise Road Networks in Land Pooling Zones and Along UER-II Under MPD-2047

The Delhi Development Authority will prioritise the development of road networks across newly identified development zones, including land pooling areas, low-density zones, and high-density corridors along the Urban Extension Road-II, under the Master Plan for Delhi-2047, DDA Vice-Chairperson N. Saravana Kumar announced on Thursday.

Road network plans for areas earmarked under the land pooling policy and low-density zones are expected to be officially notified within the next three to four months. According to Mr. Kumar, the blueprint focuses on extending arterial roads from land-pooling and low-density zones to connect directly with National Capital Region routes. These arterial roads will feature a right of way of 30 metres or more, adhering to the provisions set out in MPD-2047.

Under the strategy, the urban authority intends to construct key roads upfront under the land pooling model, moving away from the previous practice of waiting for landowners to deposit external development charges before starting infrastructure work. Mr. Kumar affirmed that the development of roads will be treated as an immediate priority for the authority.

The DDA currently has approximately 15 projects lined up for approval under the land pooling framework, with one project already receiving formal sanction. The land needed for laying roads and associated infrastructure will be provided directly by participating landowners through the land pooling process.

The planned road network will also direct development across low-density areas, which encompass nearly 150 square kilometres across peripheral villages in Delhi along with the 23 villages previously notified under the Low Density Residential Area framework. MPD-2047 outlines a uniform planning structure for these zones, aiming to maintain their low-intensity character while accommodating residential, institutional, recreational, and other permissible developments.

For high-density corridors, particularly stretches along the Urban Extension Road-II, the DDA will draft a dedicated plan aligned with the development blueprints of adjoining land-pooling zones.
