MPD 2047 Permits Hotels and Lodging Across Industrial Areas and Transport Hubs

The Master Plan for Delhi (MPD) 2047 has expanded provisions for the tourism and hospitality sectors by opening up space for accommodation projects across industrial zones, wholesale markets, transport hubs, and transit-oriented development (TOD) nodes in New Delhi.
According to officials, the long-term master plan establishes an economic and institutional framework designed to transform Delhi into a globally competitive, environmentally resilient, and inclusive city. Under the updated provisions, a broad range of accommodation facilities—including hotels, budget hotels, service apartments, guesthouses, and other lodging setups—will be permitted well beyond standard designated hotel-use zones.
The framework allows these hospitality establishments to operate within commercial centres, convention and socio-cultural centres, and commercial areas planned inside industrial zones. Lodging facilities can also be set up within wholesale markets, integrated freight complexes, and warehousing schemes.
In addition, MPD 2047 facilitates lodging at key transit and transport intersections across the capital. These include Inter-State Bus Terminals (ISBTs), bus depots, multi-modal hubs, railway stations, the airport, and transit-oriented development nodes, alongside other existing use zones where building plans receive approval from the competent authority.
The policy also outlines specific road-width requirements for new developments and conversions. Hotels may be developed through the use conversion of industrial plots, provided they have access from a right of way measuring at least 24 metres. For budget hotels, the plan permits development on roads with a minimum right of way of 12 metres.
