ACB Arrests Satyendar Jain and Five Others in Delhi Jal Board STP Tender Case

The Anti-Corruption Branch (ACB) arrested senior Aam Aadmi Party leader and former Delhi Water Minister Satyendar Jain along with five others on August 18, 2026, in connection with alleged irregularities in Delhi Jal Board (DJB) tenders for sewage treatment plants.

On August 19, a Delhi court remanded Mr. Jain and four other accused persons to 14 days of judicial custody. The court sent former DJB contractual consultant Ankit Srivastava to police custody for two days. The other arrested individuals include former DJB Chief Executive Officer and IAS officer Udit Prakash Rai, Euroteck owner Raja Kumar Kurra, AN Enterprises proprietor Nagendra Yadav, and Srijanhar proprietor Pankaj Verma.

The case centres on four contracts issued in 2022 during the AAP government's tenure for the augmentation and upgradation of 10 existing DJB Sewage Treatment Plants (STPs) in Delhi. The ACB registered a First Information Report on May 11, 2024, following a complaint from the Directorate of Vigilance that alleged manipulation of tender conditions and criminal conspiracy between public servants and private entities.

According to the ACB, tender specifications were deliberately made restrictive to favour Hyderabad-based Euroteck Environment Pvt. Ltd. Investigators stated that a proposed pilot study to evaluate the technology was bypassed, while essential parameters regarding the quality of treated effluent were excluded and technical specifications were altered to limit competition.

Analysis of electronic communications showed regular exchanges between private individuals and public officials regarding tender requirements before those conditions were added to official DJB documents. The ACB also alleged a money trail involving ₹1.52 crore transferred to former CEO Udit Prakash Rai and his relatives via banking channels from AN Enterprises, which the agency claimed originated from Euroteck.

The Enforcement Directorate has also been conducting a parallel money-laundering probe based on the ACB FIR. In December 2025, the ED filed a prosecution complaint against 14 individuals and entities, alleging that the tender specifications were tailored for 'IFAS technology with fixed media' to ensure Euroteck remained the sole eligible provider. The ED stated the estimated tender cost rose from ₹1,546 crore to ₹1,943 crore, generating ₹9.96 crore in undue profit and ₹6.73 crore in alleged illegal commissions.
