Delhi LG Approves Revamp of District Development Committees Across 13 Districts

Lieutenant Governor Taranjit Singh Sandhu has approved the restructuring of the apex committee under District Development Committees (DDCs) in New Delhi, expanding the district-level framework from nine to 13 committees to match the capital’s current revenue district structure, officials aware of the matter stated on Tuesday.

The approved restructuring partially modifies the governance framework originally notified in 1999. It aims to strengthen administrative coordination among government departments, civic bodies, and elected representatives for the planning and monitoring of development works across the city.

A senior government official noted that the revised framework aligns the district-level governance structure with Delhi's present administrative configuration, establishing an institutional mechanism for closer coordination among various departments and civic agencies.

Under the newly approved structure, the principal secretary of the Public Works Department (PWD) has been inducted as a permanent member of the committee. Officials said this inclusion is intended to improve coordination between infrastructure planning and project execution, particularly on initiatives requiring joint efforts across multiple government agencies.

The apex committee will be chaired by the Chief Minister and will include all cabinet ministers alongside the chairpersons of the 13 DDCs. The panel will also feature the Chief Secretary, the chairman of the Municipal Corporation of Delhi (MCD) standing committee, and senior officials representing the finance, urban development, planning, and general administration departments. Representatives from the MCD, New Delhi Municipal Council (NDMC), and Delhi Jal Board (DJB) are also included.

Additionally, the vice-chairman of the Delhi Development Authority (DDA) has been inducted as a regular member, and the secretary (revenue)-cum-divisional commissioner will serve as the member-secretary of the committee.

The restructuring also removes several outdated designations from the previous framework, such as references to the erstwhile Delhi Vidyut Board and the post of principal secretary to the chief minister.

According to officials, the revamped two-tier mechanism will serve to monitor civic projects, streamline inter-agency coordination, and facilitate time-bound grievance redressal across all 13 districts in the capital.
