Delhi Govt Plans Paperless E-Cabinet System to Speed Up Decisions

The Delhi government is planning to introduce an “e-Cabinet” system to make cabinet proceedings paperless, secure, and faster, Chief Minister Rekha Gupta announced on Sunday.

The announcement followed a meeting with National Informatics Centre (NIC) experts, who briefed the chief minister on similar systems operating in various states and shared their experiences regarding digital governance.

Under the proposed mechanism, cabinet notes, agendas, annexures, decisions, and minutes will be prepared, shared, and accessed digitally by authorised ministers and officials. The digital documents will be securely accessible on tablets during cabinet meetings, reducing the requirement for physical paperwork and files.

“Our priority is to ensure that better administrative decisions enabled by technology directly benefit the people of Delhi,” Gupta said. She noted that the administration would study existing models and adopt technological solutions aimed at making governance faster, more transparent, secure, and accountable, rather than merely replacing paper.

To safeguard confidential cabinet documents, officials stated that the proposed platform will incorporate cybersecurity measures, data encryption, and controlled access protocols. The entire operational cycle—including the submission and examination of cabinet notes, formal approvals, forwarding decisions to respective departments, and long-term preservation of records—will be handled digitally.

The digital transition is also designed to reduce administrative delays and streamline the processing of cabinet proposals. Furthermore, the platform will facilitate the monitoring of cabinet decision implementation. Individual departments will be able to update their action-taken status online, allowing the government to track whether decisions are executed within stipulated timeframes and strengthening official accountability.
