Delhi Assembly Passes Bill to Repeal B&B Law After Malviya Nagar Fire
The Delhi Assembly on Tuesday passed a Bill to repeal the existing law governing the functioning of bed-and-breakfast facilities across the capital. The legislative action comes nearly two months after a devastating fire at one such facility located in Malviya Nagar killed 23 people, including several foreigners.
Industries Minister Manjinder Singh Sirsa, who tabled the repeal Bill in the House, stated that the government will bring a new law to govern bed-and-breakfast facilities in the city.
Providing context on the replacement framework, Tourism Minister Kapil Mishra had stated last week that work is under way on the ‘Delhi Bed & Breakfast Policy, 2026’. The draft of this proposed policy was previously placed in the public domain on May 26.
The draft policy proposes a self-certification and self-renewal framework for operators. It introduces a "deemed approval" process within seven working days, reducing the processing period from the 30 days mandated under the previous 2007 law.
Alongside the bed-and-breakfast legislation, the Delhi Assembly passed three other Bills during the sitting. The Delhi Urban Shelter Improvement Board (Amendment) Bill, 2026 revises the cut-off date for a cluster to be considered a slum for rehabilitation purposes from January 1, 2006 to January 1, 2026.
Commenting on the shelter board legislation, Urban Development Minister Ashish Sood said the proposed law will transform the lives of lakhs of people who have been living in slum clusters for nearly two decades without basic amenities.
The Assembly also cleared ‘The Delhi (Right of Citizen to Time Bound and Ease of Delivery of Services) Bill, 2026’ and ‘The Delhi Fire Service (Amendment) Bill, 2026’. The amendment to the fire service law replaces the phrase “building bye-laws/National Building Code of India” with “building bye-laws” in the Delhi Fire Service 2007 Act. All four Bills passed by the Assembly will now be submitted to Lieutenant-Governor Taranjit Singh Sandhu for final approval.
