Delhi PWD to Start Housing Projects in Gulabi Bagh, Kalyanvas, and Bahapur

The Public Works Department (PWD) is set to begin construction this year on three large housing projects in Gulabi Bagh, Kalyanvas, and Bahapur near New Friends Colony, introducing a new model under which residential flats and commercial spaces will be offered for sale to the public.

The developments at Gulabi Bagh and Kalyanvas in east Delhi will be built as high-density, mixed-use complexes adhering to transit-oriented development (TOD) norms. In contrast, the smaller project at Bahapur will exclusively accommodate senior Delhi government officials.

The initiative marks a significant transition for the PWD, which has traditionally focused on constructing government infrastructure such as administrative offices, schools, hospitals, court buildings, and employee housing. The Gulabi Bagh and Kalyanvas ventures will be the department's first projects featuring housing and commercial spaces intended partly for private buyers.

PWD Minister Parvesh Verma stated that the projects are designed to make optimum use of available government land to create modern, high-density housing alongside necessary commercial infrastructure. He added that the government anticipates revenue generated from the Gulabi Bagh and Kalyanvas developments will offset the construction expenses for all three housing sites as well as the proposed new Delhi Secretariat.

The largest of the three developments will occupy a 70-acre site at Gulabi Bagh, currently home to old government quarters. The plot is slated for redevelopment with a floor area ratio (FAR) of approximately 400 to 500, generating nearly 22.5 million square feet of built-up space. Around 90% of the project will consist of residential units—including Type-2, Type-3, and Type-4 government quarters as well as private flats—while the remaining 10% will be commercial space such as shops, offices, or a mall-like complex.

The 32-acre Kalyanvas project will follow a similar format. With an FAR of 400 to 500, it is projected to yield more than 7 million square feet of built-up area, divided into 90% residential and 10% commercial space. Residential units will be split between government employee allotments and public sales.

The third site at Bahapur covers four acres and will include no commercial or private housing. It will feature 160 government flats—consisting of 80 Type-5 and 80 Type-6 units—spanning roughly 400,000 square feet of built-up space with an estimated construction cost of ₹400 crore.

PWD officials confirmed that land surveys have been completed. Families currently living in existing quarters will be relocated temporarily during redevelopment while project reports and contractor appointments are finalised.
