47.6 Lakh Delhi Voters Excluded From Draft Electoral Roll After Revision Drive

Following the conclusion of the enumeration phase for the special intensive revision of electoral rolls in Delhi, 47.6 lakh voters—representing 32.8% of the electorate—have been placed on the Absent, Shifted, Dead, Duplicate and Others (ASDDO) list after officials verified the records. The draft electoral roll is scheduled for publication on August 24.

At the end of the verification and mapping phase on Monday, enumeration forms of 97.5 lakh voters, or 67.2%, were digitised and verified. The remaining 47.6 lakh entries were categorised under the ASDDO list, which is expected to be published later this week. A majority of those on the list were marked as 'Shifted', nearly 10 lakh entries were identified as 'Duplicate', and between two and three lakh names were categorised under 'Others'.

Several voters reported difficulties during the enumeration process across parts of south Delhi, including Malviya Nagar. In Malviya Nagar, a 21-year-old voter named Raj stated that his Booth Level Officer (BLO) told him on August 10 that the deadline to enrol had passed, despite the Election Commission extending the cut-off date to August 17. The BLO later attributed the misinformation to mounting stress. Raj's name will consequently not appear in the draft roll.

In another south Delhi constituency, 23-year-old Shahnoor Mansoori, who had registered as a new voter nearly a year ago, was unable to submit his enumeration form online due to a system mismatch between his Aadhaar and voter ID details. After visiting a polling station, Mansoori was advised to allow his name to be deleted during enumeration and apply afresh during the subsequent phase.

Voters excluded from the draft roll will have an opportunity to register during the claims and objections phase, which runs from August 24 to September 23, by submitting Form 6 along with a declaration.

Meanwhile, BLOs struggled on Tuesday to process submissions made online during the final hours before the Monday night deadline. As of Tuesday morning, over 1,500 online forms were awaiting verification, with officials noting that the BLO application no longer permitted modifications.
