Sleeper Bus in Greater Noida Assault Case Had 12 Pending Challans Worth ₹63,000
The sleeper bus linked to the alleged gang-rape of a 17-year-old girl on the route between Greater Noida and Delhi had 12 pending traffic challans amounting to ₹63,000 at the time of the incident, official records show. The violations included driving without a valid permit, breach of route conditions, and repeated overspeeding.
The bus, bearing registration number UP 83 ET 3789, continued operating despite the unpaid penalties. Records indicate that a ₹26,000 challan had been issued under Sections 192A and 66 of the Motor Vehicles Act for driving without a permit or violating permit conditions related to route, area, or purpose, alongside Section 190(2) for violations involving retro-reflective tape and speed-limit devices.
Out of the 12 challans, nine were issued for exceeding prescribed speed limits, each carrying a fine of ₹4,000. Two additional fines of ₹500 each were issued for parking violations and other traffic infractions. The challans were recorded between May 11 and July 23, 2026, with nine penalties registered in July alone.
The bus was also equipped with curtains around sleeper berths that obstructed views from outside, violating safety guidelines issued by the Central Institute of Road Transport (CIRT) as highlighted by the National Human Rights Commission. Furthermore, the CCTV camera inside the bus was non-functional when the incident occurred.
The case has also brought attention to inter-state police coordination. Greater Noida Deputy Commissioner of Police Ravi Shankar Nim stated that the Gautam Buddh Nagar Police was not contacted by the Delhi Police regarding the incident.
“The Delhi Police did not contact us at all. They are the ones who registered the case, arrested the accused and lodged them in jail. Neither did the complainant come to us nor did the Delhi Police reach out to us, so we could not do anything,” Mr. Nim said, adding that a zero FIR could have been transferred if the incident occurred within their jurisdiction.
Delhi Police Deputy Commissioner of Police (North) Niharika Bhatt said the Kashmere Gate police station acted promptly upon receiving the complaint from the girl, prioritizing the case over jurisdictional considerations, conducting a medical examination, identifying the bus using CCTV footage, and arresting the driver and conductor.
