NGT Directs MCD to Disclose Quantity of Waste at Singhola Dump Site

The National Green Tribunal has directed the Municipal Corporation of Delhi to file a fresh disclosure specifying the exact quantity of waste accumulated at the Singhola dump site, after noting that the civic body's previous submissions failed to provide the figure.

A bench comprising NGT Chairperson Justice Prakash Shrivastava and expert member Afroz Ahmad issued the directive in an order dated August 5 while hearing a matter concerning waste management and waste accumulation at the Singhola and Bawana sites in Delhi.

The tribunal reviewed a status report submitted by the MCD regarding the Narela-Bawana Integrated Municipal Solid Waste Processing Facility. The civic body stated that no untreated municipal solid waste is presently lying at the Narela-Bawana site and that the accumulated material consists only of Refuse-Derived Fuel (RDF), a combustible energy product created from municipal solid waste, commercial scrap, and industrial refuse.

The bench noted that out of approximately 34,313 metric tonnes of legacy RDF retrieved from the landfill, 9,654.50 metric tonnes had been disposed of by March 2026, with the remaining material undergoing processing and phased disposal.

Regarding Singhola, the MCD informed the bench that work has been awarded for setting up a processing facility at the location, with operations scheduled to begin from November 2026. However, the tribunal noted that the civic body failed to disclose the specific quantity of waste or RDF currently lying at the site.

The tribunal directed the MCD to disclose the exact quantity of waste at the Singhola site in its next affidavit and instructed the civic body to file a further progress report at least one week before the next date of hearing.
