IGL Denies Fuel to CNG Vehicles in Delhi-NCR Without Hydro-Test Certificate

Owners of CNG-run vehicles across Delhi-NCR will be denied fuel if they do not possess a valid hydro-test certificate, Indraprastha Gas Limited (IGL) announced on Wednesday. The city gas distributor is conducting a special safety drive across all its CNG stations to enforce the safety requirement.

As part of the drive, staff at fuel pumps are verifying the validity of hydro-test certificates before dispensing fuel. IGL confirmed in a statement that gas will not be supplied if the valid document is missing, urging motorists to get their cylinders inspected on schedule and always carry the certificate inside their vehicles.

The clampdown follows directions issued by the Petroleum and Explosives Safety Organisation (PESO) after a cylinder explosion at a retail outlet in the capital killed three people and injured two others last month. PESO called for stringent safety enforcement across Delhi-NCR stations to prevent similar incidents through tightened on-ground checks.

Under Rule 35(1) of the Gas Cylinder Rules, 2025, every CNG cylinder must undergo hydrostatic testing once every three years. The tests must be conducted at a PESO-approved cylinder testing centre to ensure the containers remain safe for refuelling.

PESO has also instructed all city gas distribution companies to prominently display safety signage at their CNG outlets. Station staff must verify that fuel is dispensed solely to cylinders that meet approved safety standards and carry up-to-date hydro-test certification.
