Delhi to issue smart SVAMITVA property cards in Lal Dora areas of 48 villages
On Tuesday, Chief Minister Rekha Gupta announced that the Delhi government will soon issue smart SVAMITVA PVC property cards to residents in the Lal Dora areas of 48 villages across Delhi, including the South and North West districts. The initiative, executed in partnership with the Survey of India, aims to resolve a decades-old lack of authenticated land records by providing secure, digital property documents to local homeowners.
Under the SWAMITVA scheme, the government has partnered with the Survey of India to conduct comprehensive digital drone surveys. Out of the 48 villages included in the scheme, surveys have already been completed in 30 villages, and their final property cards are ready.
The digital mapping process has covered 12,232 properties so far. According to Chief Minister Gupta, 8,423 of these properties—approximately 69 percent—are entirely dispute-free. Notably, all surveyed properties located in the South and North West districts of Delhi have been cleared as dispute-free, while local authorities continue to resolve disputes in other districts.
Lal Dora areas refer to Delhi's village habitation zones marked with red ink in revenue records, which are used for both agricultural and non-agricultural purposes. For decades, the absence of systematic, authenticated property records in these zones has caused significant difficulties for local residents.
The new SVAMITVA PVC property cards will conform to UIDAI standards. Each card will display a unique Property Identification Number (PIN), Bhu-Aadhar number, date of issue, village, sub-division, district, occupant's name, parentage, share in the property, total area, built-up area, open area, details of co-occupants, and a contact number.
Additionally, each card will feature a QR code that, when scanned, will open the digital Form-13 of the property. This digital document will contain a detailed property sketch, boundaries, neighboring property PINs, Khasra number, the Tehsildar's digital signature, and a legally valid Certificate of Occupancy under Section 36 of the Delhi Abadi Deh Survey and Record Management Rules, 2025.
The creation of these records begins with boundary demarcation, followed by aerial drone surveys by the Survey of India. Revenue department officials then verify the drone maps on the ground. Once verified and assigned a PIN, the final records will be integrated with the Delhi Online Registration Information System in real time to ensure they remain continuously updated.
