Delhi Government Sets October 31 2026 Deadline For PM-UDAY Applications

The Delhi government has fixed October 31, 2026, as the final cut-off date for submitting fresh applications under the PM-UDAY scheme. According to a notice issued by the Delhi Revenue Department on Wednesday, residents of 1,511 unauthorized colonies across Delhi must submit their applications before this deadline to receive conveyance deeds and authorization slips. No new applications will be accepted from November 2026 onwards.

The Pradhan Mantri-Unauthorised Colonies in Delhi Awas Adhikar Yojana (PM-UDAY) was launched by the Central Government on October 29, 2019. The scheme was designed to grant ownership rights to residents living in the city's unauthorized colonies. To facilitate this, the Delhi Development Authority (DDA) has been managing an online portal where residents can apply for their deeds and slips.

Official records show that around 40,000 conveyance deeds and authorization slips had been issued under the scheme as of March 31, 2026. However, interest in the scheme has declined recently, with only about 2,000 fresh applications filed since April of this year.

An analysis of the low application rate revealed that many residents who received their deeds and slips still struggled to secure building plan approvals or regularize their existing structures. This difficulty arose because the colonies lacked approved layout plans.

In response to these challenges, the Central Government simplified the program's norms on April 7. The government allowed 1,511 of Delhi’s 1,731 unauthorized colonies to be regularized on an "as-is, where-is" basis. This policy shift completely removed the previous requirement for approved layout plans, clearing the way for residents to get their building plans approved.

With the new October 2026 deadline established, the Delhi Revenue Department has strongly advised the public to submit their applications on the DDA-managed portal well within the cut-off date to ensure they can avail themselves of the scheme's benefits.
