Delhi Government Considers Aadhaar-Linked Family Cards Based on Haryana Model
The Delhi government is studying Haryana’s Parivar Pehchan Patra family card model to examine whether a similar mechanism can be launched in New Delhi to streamline welfare distribution, an official familiar with the matter said on Sunday.
The proposed initiative aims to create a single, unified database of households across the Capital. By consolidating resident data, the government intends to improve the delivery of public services, streamline access to welfare schemes, and identify eligible beneficiaries while eliminating duplicate or fraudulent claims.
Under the proposal being evaluated, the family card would be Aadhaar-linked and issued in the name of the eldest woman member of the household. It would contain detailed family information along with records of the specific government welfare schemes and pensions being accessed by the family.
To prevent misuse, the family card system is planned to be linked directly with Municipal Corporation of Delhi records for births and deaths. This integration will ensure that deceased individuals are promptly struck off beneficiary lists, helping authorities weed out ineligible recipients.
The Delhi government's revenue and information technology departments are currently assessing the technical and administrative requirements of the project. Officials are examining methods to collect, update, and link household-level information with existing government databases across multiple departments and agencies.
The initiative is also intended to strengthen data-driven policymaking by providing administrators with a clearer picture of socio-economic profiles and overall welfare coverage in the city. Authorities noted that implementing the system will require ongoing inter-departmental coordination to capture continuous household changes, including births, deaths, marriages, migration, and updates in economic status.
Officials clarified that if the family card system is adopted, it would not necessarily replace existing identity or beneficiary documents currently used by residents.
