Delhi Cabinet Approves Ease of Doing Business Bill, 2026
The Delhi Cabinet on Wednesday approved the Delhi Ease of Doing Business Bill, 2026, aimed at making it faster and easier for commercial enterprises to obtain required licences and operational registrations across the capital.
The proposed legislation seeks to significantly reduce physical visits to government departments, avoid the repeated submission of identical information, and establish time-bound timelines for several key administrative approvals.
Central to the reform is an online single-window clearance system. Through this portal, businesses will be able to apply digitally for operational consents, clearances, and no-objection certificates. Clearances covered under the platform include building plans, fire-related approvals, and utility connections for water, sewer, and electricity services.
The Delhi State Industrial and Infrastructure Development Corporation has been designated as the single nodal agency responsible for administering and facilitating business approvals across the city.
The bill also outlines expedited clearance mechanisms for specified low-risk enterprises. For operations categorized under Schedule 3 of the proposed law, an approval, licence, or no-objection certificate will be issued as soon as the application is submitted in prescribed cases. The framework permits self-declaration for designated low-risk categories and instances falling within prescribed limits.
According to officials, the activities covered under Schedule 3 center on non-polluting commercial, assembly, and service operations. These include dry electronic assembly, such as the manufacture of air coolers and domestic appliances, garment manufacturing, light mechanical fabrication, and non-hazardous warehousing.
Other operations classified under Schedule 3 include medical equipment fabrication, such as surgical instrument assembly; paper product conversion, including printing and corrugated box making; and dry food processing, which covers the blending, sorting, and packaging of milk powder.
