Delhi Assembly Unanimously Repeals 17-Year-Old Bed and Breakfast Act
The Delhi Assembly on Tuesday unanimously passed the Delhi Bed and Breakfast Establishment (Repeal) Bill, 2026, repealing a 17-year-old law governing homestays in New Delhi and paving the way for a new, more liberal and convenient policy.
The legislation officially removes the Bed and Breakfast Establishment (Registration and Regulation) Act, which was first implemented in the NCT of Delhi in 2007 under the Sheila Dixit government. That original framework had previously been amended twice, first in 2010 and later in 2021.
According to the Delhi government, the main objective of passing the repeal bill is to eliminate outdated and complex regulations and establish a new framework capable of safely and systematically regulating the sector. The government noted that tourism has undergone radical changes, with new industry models making the previous legal framework increasingly irrelevant.
In place of the repealed law, the Rekha Gupta government recently drafted the Bed and Breakfast Policy 2026. The newly proposed policy aims to introduce clearer and stricter regulations designed to align with evolving modern needs.
Key provisions proposed under the drafted Bed and Breakfast Policy 2026 include raising the maximum limit on allowable rooms to eight. The draft policy also introduces mandatory CCTV installation and compulsory police verification for homestay establishments.
