CAQM Mandates Only Electric LGV Registrations in Gurgaon and NCR from 2027

GURGAON — The Commission for Air Quality Management announced on Wednesday a phased mandate restricting the registration of light goods vehicles across Delhi-NCR to cleaner models, with high-density districts including Gurgaon shifting exclusively to electric variants starting in 2027.
Under the new directions, only electric N1 light goods vehicles will be permitted for registration in Delhi starting January 1, 2027. The restriction will extend to high-vehicle-density NCR districts—Gurgaon, Faridabad, Sonipat, Ghaziabad, and Gautam Budh Nagar—from July 1, 2027. N1 category vehicles are defined as motor vehicles used for carrying goods with a gross vehicle weight not exceeding 3,500 kilograms.
The decision was approved during a meeting chaired by CAQM chairperson Rajesh Verma. The panel resolved to mandate cleaner modes of goods transport in a phased manner in view of the vehicular sector's significant contribution to PM2.5 emissions across the National Capital Region.
According to the commission, light goods vehicles contribute a disproportionately high level of particulate emissions relative to their numbers. While LGVs constitute only about 1.2 percent of the active vehicle stock, they account for approximately 3.3 percent of particulate matter emissions generated by the total active fleet.
For the remaining districts of the National Capital Region, phased restrictions on diesel and petrol N1 LGVs will take effect from January 1, 2028. In those areas, authorities will permit the registration of only new electric and compressed natural gas N1 vehicles.
The commission has also outlined a similar phased timeline for N2 category light goods vehicles, which encompass commercial goods carriers with a gross vehicle weight between 3,500 kilograms and 7,500 kilograms.
Under the N2 schedule, only electric N2 LGVs will be allowed to be registered in Delhi starting January 1, 2028. The mandate requiring exclusive registration of electric N2 vehicles will then take effect across Gurgaon, Faridabad, Sonipat, Ghaziabad, and Gautam Budh Nagar from July 1, 2028.
